The Manager, Compliance and Risk develops work plans that assist the Credit Union in mitigating enterprise-wide risks, maintains compliance with regulatory requirements and provides support and guidance to the Credit Union’s compliance, fraud, AML and privacy operations.

Under the direction of the Director, Enterprise Risk Management, the Manager, ERM & Compliance will:

  • Manage the Credit Union’s Enterprise Risk Management (ERM), Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standard (CRS) programs.
  • Provide support & guidance to the anti-fraud and Anti-Money Laundering (AML) programs
  • Collaborate with the Compliance team to maintain and improve the Credit Union’s operational policies, procedures and forms.

DUTIES & RESPONSIBILITIES:                                                            

Enterprise Risk Management (ERM) Program

Responsible for the ongoing development, deployment and leadership of the Credit Union’s ERM program including, but not limited to:

  • Building and maintain a robust ERM program that is aligned with the Credit Union’s overall strategic plan, mission, vision and values
  • Developing a forward looking strategy for the overall direction of the ERM program Ensuring mitigation strategies are in place for all risks beyond our risk tolerance
  • Ensuring the ERM program is kept current with regulatory requirements/guidance
  • Researching and maintaining a strong awareness of industry ERM trends, controls and methodologies and incorporating into the Credit Union’s ERM program as appropriate. Producing management and Audit Committee ERM reporting for all material risks
  • Leading the adoption and incorporation of ERM reporting into operations

Foreign Account Tax Compliance Act & Common Reporting Standard

  • Provide oversight, direction and guidance to the Credit Union’s FATCA & CRS programs
  • Ensure that all required regulatory reporting remains timely, accurate and compliant

Policies and Procedures

  • Collaborate with the Risk and Compliance team to maintain, revise and improve the Credit Union’s risk, compliance and operational policies, procedures and forms through ongoing review, revision and enhancement to the Credit Union’s policies, procedures and forms.
  • Ensure that risk and compliance content within policies, procedures, guides, forms and other sources remains relevant, accurate & consistent with the Credit Union’s strategy, risk appetite and risk tolerances.

AML & Fraud

  • Provide ongoing support and guidance to the Credit Union’s fraud and anti-Money Laundering program in conjunction with the Director, Enterprise Risk Management


The Manager will assist with the Internal Capital Adequacy Assessment Process & Liquidity Stress Testing programs with the intent being an eventual take over those programs.

  • Maintain ICAAP & stress testing frameworks, compliant with regulatory requirements
  • Champion the integration of ERM/ICAAP/stress testing program to ensure the credit union remains aware, prepared and responsive to changing economic and financial environments.
  • Ensure that all required regulatory reporting remains timely, accurate and compliant
  • Other duties as assigned


  • Post-secondary degree and/or a recognized Professional Accounting designation and 3 to 5 years’ experience in the financial sector, preferably with direct experience in Risk and Compliance aligned with the duties noted.
  • Strong analytical/statistical skills with a high degree of knowledge using spread sheet software (Excel)
  • Strong knowledge of financial services industry
  • Knowledge of Credit Union sound business practices, legislation and regulatory requirements
  • Must have a valid Ontario driver's license and reliable available vehicle
  • Must be bondable


  • Computer literacy including a working knowledge of, but not limited to, MS Office. Exposure to statistical software (i.e. SAS) would be beneficial.
  • Well-developed writing skills sufficient to prepare material involving interpretation, analysis, assessment and reports
